ON A ROLL Who knew transportation could prove this inspiring? The subject figured in both candidates' passel of proposals this week. As in the past, Al Gore outdid his Republican opponent, perhaps to make up for lagging poll numbers. Both men will have to pick up the pace, however, to meet our goal by election time.

--To make welfare reform a priority --To provide $45 million in funds, $100 million in matching grants for transport for the disabled --To split the INS into two separate agencies --To finance mentoring programs for children with parents in prison
