RIDE WITH REAGAN Will 5,000 motorists stick one on for the Gipper? The California State Assembly has approved a Ronald Reagan license plate. (The Reagan library suggests the design below.) If the Governor signs the bill and drivers order it, the plate will be available mid-2000.
