The home of Thomas Jefferson and George Washington, Virginia can make a legitimate claim to be the birthplace of the American Revolution. But with 10 of 11 House incumbents expected to win reelection, a political revolution at the polls seems unlikely in 1996. The big issues are similar to ones being debated throughout the country: gun control, tobacco, abortion and traditional cultural values. But as they have always done, Virginians, close as they are to the nation's capital, will find a way to represent their local interests while contributing to the nation's welfare.

JOHN WARNER (R) SENIOR SENATOR

Warner gained national celebrity when he married Elizabeth Taylor, but he has won more statewide elections than any Virginian this century. He faced his loudest opposition in the primary from conservatives who accused him of backstabbing the party when he didn't support its 1994 senatorial candidate, Oliver North. Warner said he put "principle before politics" and went on to wollop the challenger.

He supports a strong defense and wants an education system that's the envy of the world. To achieve this, he believes, U.S. schools need continued federal funding.

Perhaps because he is a "political activist," candidate Tate is reluctant to be pinned down on any issue, especially, according to his campaign manager Dmitri Kesari, "the old stuff." Kesari says "the budget is old news," and his candidate won't talk about it. Tate will take a stand on one issue, however: "He's for full defense funding," says Kesari. "He's a big supporter of the military."

Grade school vice principal Holland believes African-American women are poorly represented in Congress; if elected, she could become the only black Republican Congresswoman. The seat is in a black-majority district, but Holland gains no racial advantage against Representative Robert Scott, also black and ideologically more in line with a constituency that gave Clinton a 40-point victory over Bush in 1992.

In 1992 Scott became the first African American from Virginia to serve in the House since 1891. He usually votes a liberal Democratic line--he opposes capital punishment and punitive crime bills, promotes education and crime prevention--but he fought hard to fund the U.S.S. Ronald Reagan, saying he was protecting "tens of thousands of jobs," 6,000 of them in his district, the most Democratic in Virginia.

The sales skills that made seven-term incumbent Sisisky a millionaire in the beverage industry have also helped him in Congress. And a booming voice and bluff personality make him the archetype of the Southern politician. Still, he is a moderate who aims to please conservative whites as well as the more liberal blacks who make up a third of his district.

The conservative Landrith, who wants to cut the deficit by cutting social programs like the National Endowment for the Arts rather than by raising taxes, is getting his message out with the help of Steve Forbes and Newt Gingrich, who have made appearances on his behalf.

Goodlatte encourages dialogue with the dairy farmers and cattle ranchers of his largely Republican district in "open-door meetings" about problems constituents are having with the Federal Government. He brought the district to the G.O.P. in 1992, after a decade in Democratic hands, easily held it during the Republican revolution of 1994 and is a favorite to repeat this year.

Though he may benefit from union and minority support in the Roanoke area, Grey, a political novice, has his work cut out for him against a two-term incumbent.

Slayton wants government to help improve education, take care of the sick and elderly and protect reproductive rights. But tobacco has been the burning issue in this race: Slayton wants to hike the price of a pack of cigarettes 25%, using $4 of every $5 raised to offset the medical cost of tobacco-related diseases and the rest to fund anti-smoking education for kids. Philip Morris isn't located here, but many of its employees are.

Since his election, Boucher has defeated three G.O.P. challengers with ease. In 1994, when Republicans stormed the rest of the House, he still won with an impressive 59% of the vote. Boucher supports Head Start, Medicare and Medicaid, but--and this could explain his ability to defeat Republicans--opposes gun control and punitive tobacco legislation. Not considered "one of the boys" in his rural district, he nevertheless has his Hill colleagues' respect for his expertise on--and connections to--the telecommunications industry.

Ultraconservative Muldoon emphasizes the need to revive religion and stop the "moral decay" of the country. He captured primary voters with his spirited speeches, ridiculing Rick Boucher's high-tech expertise, saying, "the information superhighway is a great thing, but you can't drive on it." Instead, he wants to build roads and infrastructure to lead business into southwest Virginia. His energy seems potent, but Muldoon faces a formidable opponent.

In his second bid to unseat Frank Wolf, Weinberg says he offers voters a choice--but he refuses to answer the TIME/CQ questionnaire because it focuses on "what a candidate would have done in the past," which he considers too hypothetical. Not abstractly, the newly retired lawyer must convince voters to turn out an incumbent famous for constituent services and put in his place a precinct committeeman who has never won an elective office.

Davis is a new Congressman in a district created after the 1990 census. Like his constituents, he is moderate: pro-choice and for a semiautomatic-weapons ban. To win the moderate 11th, Horton, a member of the 1992 Clinton-Gore steering committee, is taking on the Contract with America. He calls the 1994 G.O.P. document a shortsighted approach to deficit cutting that does not expand opportunities for the average Northern Virginia family. Horton has never held public office, but his work on the Council for Excellence in Government may shore him up against a freshman incumbent.
