With no statewide races this year, Pennsylvania's focus is again the political grass roots, where it all began.

Murphy, who was a foster child for a time, says the only way to get out of poverty is accountability. Parents have to be accountable for their kids; cops have to be accountable for community safety.

A savvy politician in this white, working-class district, Borski has been elected seven times, and this time his constituents will probably make it eight. He represents cultural conservatism--his abortion votes are in line with Catholic doctrine--popular in the Third and, as a ranking member of the Transportation and Infrastructure Committee, can influence job-producing federal funds for highways and mass transit.

Joe McColgan is a young Republican trying to pull the conservative Third District into the G.O.P. fold. The major question is whether he can convince working-class Democrats that the Republican fiscal platform is no threat to their jobs and entitlements.

In the Fourth, where workers are still suffering from the crumbling of heavy industry in the '80s, Klink, a former news anchor, is a staunch supporter of labor--which made him an equally die-hard opponent of NAFTA--and a proponent of legislation prohibiting employers from permanently replacing workers who strike because of wages, benefits or working conditions. So far, his blue-collar constituents have returned the favors.

Peterson runs in a traditionally Republican district for a seat being vacated by nine-term G.O.P. incumbent Bill Clinger. The son of a steel worker, Peterson opened a grocery store with his brother in 1958 and maintained it until 1984, when he decided to become a politician. He also wants lower taxes and a balanced budget. And with the endorsement of the U.S. Chamber of Commerce, Peterson is a solid candidate.

Still, Rudy's 13 years as a state legislator make her a known and popular quantity in central and northwestern Pennsylvania.

Holden was the boy next door--football hero, local sheriff--and now bills himself as a man of the people who can get along with both the rich and poor of the economically polarized Sixth. And despite the lost luster on the Contract with America, he is loyal to G.O.P. fiscal policy--balanced budget, tax and welfare reforms--and is a persistent NAFTA watchdog.

Though the Eighth District House seat has been held by Democrats for 14 of the past 20 years, the trend hasn't hindered the two-term Greenwood. He won 66% of the vote in 1994 (against the same opponent as this year). Greenwood is a social moderate, supporting abortion rights and gun control--but a fiscal conservative, strongly opposing the Clinton Administration's economic policies.

The fact that this middle-of-the-road district--voting for Bush in 1988 and Clinton in 1992--seems to prefer Democrats gives Murray reason to hope for an upset this year. Challenger Murray, who is pro-choice, has tried to turn Greenwood's support of the Contract with America into an an antiabortion position, but Greenwood's voting record is pro-choice.

Contrasting his small-town roots with what he calls Bud Shuster's big-city problems, Kemmler says he knows the people, land and needs of this district. Shuster's 12-term reign--the last four terms uncontested--is a sign of his local status. A controversial incumbent has the Democrats running to seize this longtime Republican seat--in fact, the Democratic Congressional Campaign Committee invited Cullen to Washington to meet with strategy planners, policy analysts and the President. Cullen has tried to make merit the basis of his campaign--especially dedication to family values, the environment, education and economic revival--but Joseph McDade's legal trouble may still shadow this election.

Though cleared of bribery and racketeering charges after a seven-week trial this summer, the 17-term McDade did not emerge unscathed from his four-year legal ordeal--he was passed over by his party for chairmanship of the House Appropriations Committee and suffered two strokes during the trial. Still, he has been so successful in taking care of his constituents over the past three decades that some believe even a conviction would not have turned voters' heads.

Kanjorski is an unusual breed of Democrat: he votes against federal funding for most abortions, supports school prayer and opposes NAFTA. In his district, he secured a project to reclaim mine-ravaged northeastern Pennsylvania; and with Carbon County's unemployment running as high as 2% above the national average, he supports a program to offer businesses $25,000 loans for each job they create.

This race hinges on whether Hoeffel can convince this G.O.P. district that Fox is not the independent-minded Republican he says he is.

The 14th is a solidly Democratic district that probably will support its liberal and locally focused, if quiet, Representative.

The 17th District contains some of the most fertile farmland in the world. DiNicola promises to be a compassionate lawmaker who will limit government but not at the expense of children, the elderly and the disabled. In a district that elected English with a margin of 4,643 votes, Democrats sense an opportunity in this election.

A distinguished freshman-year record may not be enough to get English re-elected. In a blue-collar district that is predictably neither Democratic nor Republican, he fights resistance from the Democratic National Committee and the AFL-CIO for his support of the Contract with America and the G.O.P. plan to reform Medicare. He needs to persuade voters that his loyalty to them outweighs his devotion to a Republican fiscal agenda.
