From the Great Depression to the oil-price shock of 1979, Michigan more often than not voted Democrat. Though the loss of some 160,000 auto-production jobs in the early '80s gave the G.O.P. an opening--it picked up two congressional seats in 1994--Clinton beat Bush in 1992, and the Democrats are favored to hold their congressional-delegation majority this year.

Ehlers has also written two books on the environment and served on the Clean Air Act Advisory Committee.

His record is consistent with his G.O.P.-leaning district, and he beat challenger Lisa Donaldson once before--by a 28% margin in 1992.

Michigan's Fifth, with thousands of autoworkers, leans Democratic most of the time. But Barcia, who replaced Republican Bob Traxler in 1992, has staked out fairly conservative territory in Washington. He's for a balanced-budget amendment and against the Brady gun law. He's not fond of the Sierra Club, either, calling its members "anarchists." Still, he keeps an eye on district interests like the federal environmental-data clearinghouse in Saginaw.

As a 32-year member of the United Paperworkers' Union, he supports a ban on the use of replacement workers during strikes. Annen hopes to connect with union and blue-collar workers in the Sixth, where General Motors and the Indiana-Michigan Power Co. are the largest employers.

Upton, whose grandfather was a founder of Whirlpool, is an ardent deficit fighter; in 1995, the Concord Coalition named him the fourth most fiscally conservative member of Congress. He initiated the fda Reform Plan, which enables medical-supply companies to produce goods for export that do not yet have fda approval--a popular program in the Sixth, home to Upjohn. Upton will be hard to beat; in five re-election bids, he has never won with less than 58% of the vote.

The National Taxpayers Union named Smith the "most fiscally conservative" member in the first 100 days of the 104th Congress. This summer he proposed a Social Security bill that would let workers divert some of their taxes to private accounts and reduce their retirement benefits accordingly, as well as increase the retirement age. Smith has a good shot at re-election in the conservative Seventh.

Tunnicliff emphasizes balancing the federal budget, resisting what he sees as G.O.P. attempts to weaken environmental protection, and funding education programs like the Direct Student Loan Program. He focused much of his early campaign energy on attacking Republican incumbent Nick Smith as an extremist, portraying himself as a moderate. Unfortunately for Tunnicliff, though Smith may be conservative, most voters in the Seventh seem to agree with him.

Chrysler, elected as a supporter of the Contract with America, sponsored bills to cut House committees and staff by a third. The Democrats think Chrysler is vulnerable; the Eighth was represented by a Democrat for 12 years before he was elected.

As a Michigan legislator, she sponsored an amendment that scrapped the state's old property-tax system and led to a tax cut, and in the early 1990s she helped strengthen Michigan's drunk-driving laws.

In the past few years of his 20-year congressional tenure, Kildee has focused on education and labor issues. But having won re-election by progressively slimmer margins, he could be in for a hard race this year.

Bonior has been one of the prickliest thorns in the G.O.P.'s side. Energetically attacking Newt Gingrich and calling for an ethics investigation of his PAC, Bonior, who as minority whip is the second most powerful Democrat in the House, has hurt the G.O.P. The G.O.P. wants to "bounce Bonior" also because he is, with the exception of his antiabortion position, liberal on nearly all issues. In her speech to the G.O.P. convention, Heintz declared that "taxes, taxes, taxes" would be the theme of her campaign. She meant lowering federal taxes, but incumbent David Bonior had a different idea when he revealed the next day that Heintz hadn't paid some of her own taxes. Heintz blamed her husband, whom she has since divorced, and all the taxes have now been paid. Taxes aside, Heintz' record won her key endorsements.

With a skeleton campaign crew and a promise to spend little money on his bid for Congress, Frumin was waging a low-key, coffeehouse campaign even in late summer. He emphasizes his 30 years in medicine (mostly as a psychiatrist) and is promoting a platform of universal health-care coverage. He also favors term limits, and hopes to set an example for other candidates with his largely self-funded campaign.

Knollenberg represents a middle-class district that is 93% white and has had a G.O.P. Congressman for more than 40 years. In his four years in Congress, he has often locked horns with the White House; one of the few times he supported Clinton was on the passage of NAFTA. Knollenberg won re-election in 1994 with nearly 70% of the vote, and doesn't seem worried this year: as of early September, he had yet to publish any campaign literature.

Pappageorge, in his third consecutive run against Sander Levin, claims to have over 12,000 campaign volunteers--"the largest [army of volunteers] of any congressional candidate." Fitzsimmons, who resigned last year as president of University Microfilms International in Ann Arbor, had the connections and capital to mount a credible campaign against incumbent Lynn Rivers. Yet like her, he advertises his blue-collar origins--he is a butcher's son--to woo the district's autoworkers. Fitzsimmons paints himself as a hard-nosed businessman who will get results, but he will have to fight hard for the influential working class.

With a nod to the need for local control of schools, she argues for the Federal Government to set standards and provide funds.

Though usually mainstream Republican, Ashe has some unusual ideas on congressional reform. He believes bills should have only one subject; congressional sessions should last no longer than 100 days; congressional pay should be reduced; and the annual budget process should be biennial. Ashe knows he may not defeat the 32-year incumbent, but he is grateful to get his Republican message out.

He helped get $4 billion for crime prevention in 1994 and pushed for the assault-weapons ban. In this Democratic district, Conyers makes for a formidable incumbent.

Hume, an unorthodox Republican whose goal is to reform politics, has refused all monetary contributions to his campaign. He also says he would have voted against banning partial-birth abortions and supported Clinton's policy on gays in the military. Founder of Citizens for Fair Elections, Hume helped reform Detroit's election procedures and, with his Public Eye Video company, won the right to videotape Detroit government meetings.

In the Michigan House, Kilpatrick sponsored a bill to allow Detroit riverfront development and helped prevent the re-routing of federal highway funds from the local to the state level. Her liberal platform gives her an advantage over Stephen Hume in this Democratic district.
