MICHIGAN
MICHIGAN
Population (1994): 9,496,000 (up 2.2% from 1990), 3.6 % of U.S. total
Voting-age pop.: 6,983,000; 1994 turnout, 44%
Median age: 32.6 years
Median household income: $35,284 ($3,020 above U.S. median)
Unemployment: 4.6% (1% below U.S. average, March 1996)
Last presidential election: Clinton (D): 44% Bush (R): 36% Perot (I): 19%
Congressional delegation: 10 Democrats, eight Republicans
From the Great Depression to the oil-price shock of 1979, Michigan more often than not voted Democrat. Though the loss of some 160,000 auto-production jobs in the early '80s gave the G.O.P. an opening--it picked up two congressional seats in 1994--Clinton beat Bush in 1992, and the Democrats are favored to hold their congressional-delegation majority this year.
CARL LEVIN (D) SENIOR SENATOR
BORN: June 28, 1934, Detroit EDUCATION: Swarthmore College, B.A., 1956; Harvard U, LL.B., 1959 FAMILY: Wife, Barbara; three children RELIGION: Jewish MILITARY: None OCCUPATION: Lawyer POLITICAL CAREER: Detroit city council, 1969-77; U.S. Senate, 1978- ADDRESS: P.O. Box 47368, Oak Park 48237. Tel.: 810-557-8683
Though in general liberal, Levin--who with his brother Congressman Sander Levin of the 12th District makes the only sibling pair in Congress--has supported bipartisan legislation and occasionally votes with conservatives. He voted for the new welfare-reform bill and has worked on congressional reform as well, helping write a bill to require more reporting of lobbying activity.

Tel.: 810-357-1500
Romney has no experience in public office, but name recognition--as the ex-wife of the son of former Governor George Romney--hosting a popular radio talk show and a healthy conservatism helped her win the nomination. She supports a balanced-budget amendment and term limits, and opposes abortion in most circumstances.

Campaigning with only $850 and a dog named Caboose, Carr won an upset primary victory over heavily endorsed opponent Dean Altobelli. Carr focused on his own background: he says that because he lived in more than 20 foster homes as a child, he wants to make adoption easier, and points to his company, which operates old railway cars, and his work restoring the Mackinac Island lighthouse as examples of how historic preservation can enhance tourism.

Stupak, representing one of the most sparsely populated districts east of the Mississippi, is conservative on social issues, moderate on economic issues and liberal in his work for his constituents. He traveled frequently to his district, but his intensity also earned him a "boss from hell" award from a group of 200 government aides.

Tel.: 616-335-5326
In a district where 25% of the people claim Dutch ancestry, the Holland-born Hoekstra has built a conservative record and worked for governmental reform. As one of the few former FORTUNE 500 executives in Congress and a friend of Newt Gingrich, he won a subcommittee chair in the House Committee on Economic and Educational Opportunity.

Tel.: 616-853-2925
In many ways, Kruszynski is a traditional liberal: he wants to preserve Medicare and Social Security, protect the environment and support education. In others he's more like a New Democrat: he supports welfare reform and balancing the budget by fighting abuses of the system. But while the Muskegon native, campaigning in his father's 1950 Ford pickup, has several key endorsements, including one from the uaw, the Second District usually votes Republican.

Ehlers is seeking his second full term in the House after taking over Paul Henry's seat in 1993 and winning in 1994 by a landslide. Home schooled as a child because he had severe asthma, he holds a doctorate in nuclear physics from Berkeley, and in his first term worked to update the House's computers and Internet access. Ehlers has also written two books on the environment and served on the Clean Air Act Advisory Committee.

Flory hopes for better results this year than when she lost by 50 points to Vernon Ehlers in 1994. An elementary school teacher for 38 years, she wants full funding for Head Start and a community-college tax credit. And she says Ehlers "caved in" to the N.R.A. by voting to repeal the assault-weapons ban. In this Republican district, Flory has her work cut out for her.

After an independent study rated him the biggest budget cutter in the Michigan delegation in 1993 and 1994, Camp went on to become a member of the post-G.O.P. revolution group of conservatives that dominated the 104th Congress. He supported a balanced-budget amendment and opposed the assault-weapons ban. His record is consistent with his G.O.P.-leaning district, and he beat challenger Lisa Donaldson once before--by a 28% margin in 1992.

Besides arguing for a traditional set of liberal positions, Donaldson is emphasizing campaign-finance reform in her second gambit against Dave Carr. She proposes limiting House campaign funds to $130,000 and passing a constitutional amendment extending House terms to four years.

Michigan's Fifth, with thousands of autoworkers, leans Democratic most of the time. But Barcia, who replaced Republican Bob Traxler in 1992, has staked out fairly conservative territory in Washington. He's for a balanced-budget amendment and against the Brady gun law. He's not fond of the Sierra Club, either, calling its members "anarchists." Still, he keeps an eye on district interests like the federal environmental-data clearinghouse in Saginaw.

Though he's never won a general election, Sims has been involved in community affairs and politics for a quarter-century, including service as chairman of the Michigan State University Board of Directors. He believes government is stifling individual initiative and voices frustration that the 104th Congress hasn't had more success in cutting the federal budget. Annen proves it's never too late to run for Congress, seeking his first political office at 68. The grandfather of six is committed to protecting Social Security, Medicare and Medicaid. As a 32-year member of the United Paperworkers' Union, he supports a ban on the use of replacement workers during strikes. Annen hopes to connect with union and blue-collar workers in the Sixth, where General Motors and the Indiana-Michigan Power Co. are the largest employers.

Upton, whose grandfather was a founder of Whirlpool, is an ardent deficit fighter; in 1995, the Concord Coalition named him the fourth most fiscally conservative member of Congress. He initiated the fda Reform Plan, which enables medical-supply companies to produce goods for export that do not yet have fda approval--a popular program in the Sixth, home to Upjohn. Upton will be hard to beat; in five re-election bids, he has never won with less than 58% of the vote.

The National Taxpayers Union named Smith the "most fiscally conservative" member in the first 100 days of the 104th Congress. This summer he proposed a Social Security bill that would let workers divert some of their taxes to private accounts and reduce their retirement benefits accordingly, as well as increase the retirement age. Smith has a good shot at re-election in the conservative Seventh.

Tunnicliff emphasizes balancing the federal budget, resisting what he sees as G.O.P. attempts to weaken environmental protection, and funding education programs like the Direct Student Loan Program. He focused much of his early campaign energy on attacking Republican incumbent Nick Smith as an extremist, portraying himself as a moderate. Unfortunately for Tunnicliff, though Smith may be conservative, most voters in the Seventh seem to agree with him.

Chrysler, elected as a supporter of the Contract with America, sponsored bills to cut House committees and staff by a third. He pushed unsuccessfully to eliminate the Commerce Department and last spring proposed replacing income and capital-gains taxes with a 15% federal sales tax. As a popular former State Senator, Stabenow poses a decent challenge to incumbent Dick Chrysler. She is a moderate, and emphasizes her work on behalf of business. In the past few years of his 20-year congressional tenure, Kildee has focused on education and labor issues. The National Republican Congressional Committee considers Dale Kildee one of the Democrat's most vulnerable incumbents and thinks Nowak a strong contender. Bonior has been one of the prickliest thorns in the G.O.P.'s side. Energetically attacking Newt Gingrich and calling for an ethics investigation of his PAC, Bonior, who as minority whip is the second most powerful Democrat in the House, has hurt the G.O.P. The G.O.P. wants to "bounce Bonior" also because he is, with the exception of his antiabortion position, liberal on nearly all issues. She meant lowering federal taxes, but incumbent David Bonior had a different idea when he revealed the next day that Heintz hadn't paid some of her own taxes. In his four years in Congress, he has often locked horns with the White House; one of the few times he supported Clinton was on the passage of NAFTA. The liberal Levin--whose brother is Michigan Senator Carl Levin--beat John Pappageorge by 7% in 1992 and 5% in 1994. Though Levin has muted his liberalism--working against parts of President Clinton's ill-fated health-care bill and voting for the G.O.P. welfare-reform bill--this election may be even closer than the first two.

Pappageorge, in his third consecutive run against Sander Levin, claims to have over 12,000 campaign volunteers--"the largest [army of volunteers] of any congressional candidate." He supports the main G.O.P. fiscal measures, opposes abortion except in cases of rape, incest or endangerment of the mother's life, and is against gays in the military.

Fitzsimmons, who resigned last year as president of University Microfilms International in Ann Arbor, had the connections and capital to mount a credible campaign against incumbent Lynn Rivers. Yet like her, he advertises his blue-collar origins--he is a butcher's son--to woo the district's autoworkers. Fitzsimmons paints himself as a hard-nosed businessman who will get results, but he will have to fight hard for the influential working class.

QUOTE OF NOTE: "My dad was a butcher. And he trimmed every last speck of fat off the meat he sold. Why? To give people their money's worth. We should balance the budget the same way. He didn't use a meat ax, and neither should we."
LYNN RIVERS (D) District 13

In this industrial district, Rivers gets points for refusing campaign gifts and pledging to fight waste in Congress. Married the day after her high school graduation--her husband is a member of the United Auto Workers--and pregnant at 18, Rivers worked her way through college and law school. With a nod to the need for local control of schools, she argues for the Federal Government to set standards and provide funds.

Tel.: 313-838-4539
Though usually mainstream Republican, Ashe has some unusual ideas on congressional reform. He believes bills should have only one subject; congressional sessions should last no longer than 100 days; congressional pay should be reduced; and the annual budget process should be biennial. Ashe knows he may not defeat the 32-year incumbent, but he is grateful to get his Republican message out.

The 17-term Conyers has used his position as a member of the Judiciary Committee to burnish a reputation as a hard-nosed Democrat while cultivating moderate approaches to crime. He helped get $4 billion for crime prevention in 1994 and pushed for the assault-weapons ban. In this Democratic district, Conyers makes for a formidable incumbent.

Hume, an unorthodox Republican whose goal is to reform politics, has refused all monetary contributions to his campaign. He also says he would have voted against banning partial-birth abortions and supported Clinton's policy on gays in the military. Founder of Citizens for Fair Elections, Hume helped reform Detroit's election procedures and, with his Public Eye Video company, won the right to videotape Detroit government meetings.

Kilpatrick made Barbara-Rose Collins the first Democratic House member in the nation to lose a primary, convincingly beating the troubled incumbent 51% to 31%. In the Michigan House, Kilpatrick sponsored a bill to allow Detroit riverfront development and helped prevent the re-routing of federal highway funds from the local to the state level. Her liberal platform gives her an advantage over Stephen Hume in this Democratic district.

In January DeSana changed parties, letting him challenge one of Congress' longest tenured members. But veteran pol DeSana may pose a challenge, partly because the 16th has become more conservative. He opposes affirmative action and abortion and wants to curb the growth of Medicare and Medicaid to balance the budget.

Dingell has served 41 continuous years in the House, more than any other member. The 6 ft., 3 in. lawyer, called "Big John" and "the Grand Inquisitor," is the ranking Democrat on the Commerce Committee. Dingell is basically liberal but favors aggressive foreign policy, a weaker Clean Air Act--to protect his district's automakers--and a reduction in trial lawyers' leverage in product-liability suits.
