When the Pilgrims landed at Plymouth in 1620, they became the first chapter in the Massachusetts story. Their descendants are farmers in the state's western meadows, computer technicians in Boston and fishermen in the seaports, and they share a reverence for history and local heroes--everyone from Nathaniel Hawthorne to Larry Bird. But the Kennedys remain the state's most potent living legacy to the nation, with three of the clan now in Congress, helping to make politics one of the state's favorite spectator sports. This year, with John Kerry and Bill Weld battling for a Senate seat, Massachusetts is host to the Super Bowl of congressional races.

JOHN KERRY (D) JUNIOR SENATOR

A Vietnam veteran with three Purple Hearts, Kerry is no stranger to tough fights--which is what this battle with William Weld is. As a member of the Foreign Relations Committee, the popular two-term Senator sponsored a bill to lift the trade embargo on Vietnam. But as a friend of working families, he also sponsored the Family and Medical Leave Act. Now he must persuade voters that he has done more from the Capitol than Weld has done from the Statehouse.

The popular Republican attributes his success to the balanced budget he delivered six years in a row while simultaneously cutting taxes. He also takes credit for an impressive economic recovery, highlighted by unemployment that reached a seven-year low in 1996. One problem for Weld: voters may not want him to leave the Statehouse.

Now she's attempting to turn out the three-term incumbent who took office when Republican Silvio Conte died. A moderate, she's pro-choice and would balance the budget without destroying entitlements or leaving poor children unsupported. But she also supports conservative causes like abolishing the Department of Education.

But Steele, 37, will have a hard time defeating incumbent Richard Neal, who hammered his last opponent by 23%.

Blute's moderate voting record has earned him a solid base of support in the historically Democratic Third District. McGovern is a former congressional aide seeking his own seat in Congress. His No. 1 priority is to ensure safe neighborhoods by extending President Clinton's six-year plan to put 100,000 cops on U.S. streets and giving communities four extra years of government funding before they must pay the new salaries on their own. McGovern's plan also includes funding for full-time truant officers and a ban on "cop-killer" bullets. To help the children of the Third, he vows to make all schools computer-friendly by 2000.

Though the Fifth has been called the least Democratic district in Massachusetts--it voted for George Bush in 1988, against favorite son Michael Dukakis--its voters re-elected Meehan in 1994 with 70% of the vote. He has made the fight against smoking his congressional cause celebre and speaks harshly against the tobacco industry. Meehan believes in a four-term limit, and with no G.O.P. opponent, he is guaranteed at least one more.

In another of this year's close races, Tierney is rematched against Peter Torkildsen, who beat him in 1994 by only 4% of the vote. This year Tierney is counting on the added support of the district's labor unions. He promises to stop "corporate welfare," reward companies that are good to employees, and fight balanced-budget plans that take entitlements and quality public education away from blue-collar voters. He's pro-environment and vows vigilance on the Clean Water, Clean Air and Clean Harbor acts.

Torkildsen touts his independent voting record, a claim few would dispute: he has broken ranks with many Republicans in his pro-choice stance, and voted against his party's Medicare-reform plan. At the same time, he has angered liberals by supporting the death penalty. An advocate of campaign reform, Torkildsen refuses all pac money and says he will limit himself to six terms. But he first has to get by John Tierney, whom he defeated by only 4% in 1994.

Though Long has been outspent by incumbent Ed Markey, she hopes her message of educational and economic reform will win over the Seventh District. She is a believer in school choice, but would ensure public-school funding by requiring parents to pay extra for private education. A fiscal conservative, Long wants to reform the tax system and supports Bob Dole's 15% income tax cut for a two-year period; then, she says, she would eliminate the income tax altogether, in favor of a "national sales tax."

Markey is the ranking Democrat on the Telecommunications and Finance Subcommittee, a vital advantage in a district that's home to many small computer, engineering and telecom companies. He introduced a bill, which became law this year, promoting the V chip, which lets parents block TV shows they don't want their children to watch. In a district that gave Bill Clinton a 28% margin in 1994, Markey is favored to win another term.

Hyde has chosen to run a stealth campaign against nationally known incumbent Joe Kennedy, eldest son of the assassinated former Attorney General Robert Kennedy. Hyde's answer to the Kennedy juggernaut is--a "cash-free" campaign. Hyde says he spends an average of "$1 to $2 a day" running for Congress. His main message is "time-sizing," in which companies cut back the work week rather than the work force, which he would encourage through tax breaks.

Now the ranking Democrat on the Housing and Community Opportunity Subcommittee, Kennedy has a solid activist record, including fights for better low-income housing and Haitian refugees, but some say he may have his eyes on the Massachusetts Statehouse in 1998.

But with a socially moderate and fiscally conservative platform, he calls himself a "Weld Republican." Gryska vows to be tough on crime, abolishing parole for violent criminals, and supports Bob Dole's 15% tax cut, expanding iras and reducing the capital-gains tax.

The journeyman politician hasn't fallen behind: in September, he introduced the Community On-Line Act, which would provide grants to community buildings that hook up to the Internet.

Delahunt's trip to the general election has been remarkable: despite a 50-point lead in the polls, he lost the primary by 266 votes, lost a recount by 175 votes, then, according to a judge, citing errors made in faulty ballot scanners, won by 108 votes. Supporting abortion rights, Head Start and the assault-weapons ban, Delahunt hopes to win the seat of 24-year incumbent Gerry Studds--preferably, in a more conventional way.

Teague brings a respectable political resume to this race, along with a 10-point plan that reads like a credo of modern conservatism. He'd like to see a mandatory two-thirds congressional "supermajority" to raise taxes, a $500-per-child tax credit and a balanced-budget amendment.
