MOVIES LIKE BUGSY MAY ROMANTICIZE THE RAW POWER THE MAFIA once exercised in Los Angeles. But according to the FBI, the influence of the local Mafia has declined so severely that L.A. is "an open city," an easy touch for mobs looking to muscle in. Most of the Mafia leaders in L.A. are getting pretty long in the tooth, for one thing. The FBI currently counts about 18 out-of- town Mafiosi operating openly in the City of Angels.
