The real danger to spotted owls in the Pacific Northwest, says Agriculture Secretary Edward Madigan, may not be loggers destroying habitats but interbreeding, which weakens bloodlines. Mating with barred owls means offspring aren't purebreds. Environmentalists say such matings are probably rare.
