The House Speaker is on a roll. His concluding speech during the flag-burning debate was cheered by Republicans as well as fellow Democrats. Then he helped force George Bush's tax pirouette, which takes the onus off Democrats and plays to Foley's strength -- fair, responsible horse trading.
