World Notes CANADA

John Turner is Canada's most famous also-ran. The Liberal Party leader stirred up last November's elections with impassioned attacks on the Canada-U.S. Free Trade Agreement, but failed to sweep Progressive Conservative Prime Minister Brian Mulroney out of office. Last week, conceding the need for "fresh leadership," Turner said he would resign after a date is set to choose a successor. Likeliest prospect: Quebec's Jean Chretien, a former Justice and Finance minister.
