Paul Hoffman, head of the U.N. Special Fund, is popularizing "modernizing nations," which seems to be catching on as the new vogue phrase. A still newer definition advanced by a U.N. correspondent last week: "Since these countries are all involved in the revolution of rising expectations, why not call them 'the expectant'?"
