Instead, in an obvious effort to head off Democratic congressional criticism, he nominated onetime (1949-53) Truman Assistant Navy Secretary John F. Floberg, 41, a political independent who has been practicing law in Washington since leaving government. Jack Floberg has one sound credential for AEC service: he played an active role in pushing the building of the atomic submarine Nautilus.
