Henry Holland, the brisk 43-year-old Texas lawyer chosen by President Eisenhower in 1954 to be the U.S. Government's No. i specialist in Latin American affairs, asked for his release from service last week. In a letter to Ike, Holland pointed out that he had stretched "the understanding that I would serve two years" by six months "to include the balance of the last session of Congress as well as the meeting of American Presidents in Panama. The time has now come when I believe it would be appropriate for me to return to private life." The President reluctantly accepted, with a request "that you be available to counsel with my brother Milton in connection with the expanded role contemplated for the Organization of American States."
