It was his understanding, said Symington, that at the time of the crucial NSC meeting, General Vandenberg had not yet been told that the planned slash in the defense budget would come almost entirely out of Air Force funds.

Fulfilled Promise. Then Symington gave Nate Twining a chance to fulfill his promise to speak up.

Symington: Did Secretary Wilson ever discuss the cuts in the Air Force with you?

Twining: No, sir ...

Symington: Do you believe that recent fiscal manipulations in the Department of Defense . . . are going to hurt the further development of the Air Force?

Twining: I can say that it is going to delay the building of 143 wings.

Symington: So you think a 143 wing Air Force is necessary for the security of the U.S.?

Twining: I do.

Despite the potentially explosive nature of the hearing, harmony and outspokenness won the day. When the questioning ended, even Senator Symington and Admiral Radford shook hands. A few hours later, the Armed Services Committee unanimously recommended that the Senate confirm all four new members of the J.C.S.
