The stock market broke (see BUSINESS), prices kept rising, new strikes broke out, more strikes and more labor turmoil were in the offing. From Wall Street came rumblings that there might be a bust before a boom. And in Stuttgart, Secretary of State James Francis Byrnes stated one hard fact which many U.S. citizens would have liked to forget--but which none could ignore. The U.S. was in Germany to stay until the duel with Russia was resolved (see Foreign Relations).
