This week New York City's 850,000 children, returning to classes, found something else there--a copy of the San Francisco Charter. For those old enough to understand it, the Charter will also be a text for study. For those too young, School Superintendent John E. Wade hopes the framed Charter will become, like the Constitution, something to look up to.
