Donald Nelson had already set up a brand-new civilian supply division, headed by pint-sized Arthur D. Whiteside. On Czar Whiteside in the last fortnight Nelson had lavished new powers and prerogatives, in a desperate attempt to stave off the Senate bill. Result: Czar Whiteside now has the world's most ambiguous job. If the House shares the Senate's conviction that the home front will never get an adequate hearing within WPB, Mr. Whiteside's goose is cooked, and Mr. Nelson's is on the way to the oven.
