Strictly a war measure, the scholarships are intended to train manpower in certain critical fields--engineering, physics, chemistry, medicine, dentistry and pharmacy. Students preparing for those professions will get loans up to $500 a year, provided they can finish their course in two years and give the Government a written pledge that they wall take any assignment the War Manpower Commission gives them. A student's loan, on which he will pay 2 1/2% interest, will be canceled if he is drafted into the Army before completing his course, becomes disabled or dies. Congress appropriated $5,000,000 which it estimated would provide loans for 10,000 college men & women in the coming year.
