With this issue TIME is creating several new departments in order to organize the news of a warring world clearly and intelligently, in conformity with the changes in the news itself. In place of National Affairs, World War, Foreign News and National Defense, the types of news formerly appearing under these headings will now be organized as follows:

U.S. At War. The story of the nation's war effort at home, comprising in general acts of the Commander in Chief, steps taken by Congress and various departments of the Government, the arms production of industry, the policies adopted by labor in defense industries, the efforts and reactions of the people.

World Battlefronts. An integrated story of the actual fighting by both the U.S. and its Allies.

Foreign News. The story of non-military events in other nations--including the diplomatic story of the war.

Home Affairs. Significant U.S. news not directly connected with war--about politics, cost of living, labor, crime, taxation, housing, etc.

Army & Navy. News of the armed forces aside from their campaigns against the enemy, particularly of their organization, training, equipment.
