To solve the food problem in Madrid, it ordered that all civilians not engaged in necessary war work must leave that city within 30 days or be evacuated, "by force if necessary." The necessity of using force seemed remote, for the Government has the power to withdraw the 850,000 food cards now outstanding in the city.
