They decreed that hereafter "no tractor or other mechanical farm implement" shall be used in southern Spain. With farm machinery at a standstill there will be work for many, many farmhands--so reasoned the picturesque governors. Their decree, of course, is Russia's Five Year Plan in reverse. Spain has just become a Republic, but her sunny south is incurably reactionary.
