Failure

Last week a group of U. S. officials, headed by Rear Admiral Frederick C. Billard, Coast Guard chief and James M. Doran, U. S. Commissioner of Prohibition, journeyed to Ottawa, talked Prohibition with a group of Canadian officials headed by Dr. Oscar Douglas Skelton, Under Secretary of State for External Affairs. Last week, also, the U. S. officials returned to the U. S., admitted that their liquor con- ference had been a failure.

Last year more than $100,000,000 worth of liquor left Canada, headed for U. S. shores, most of it taking the route from Windsor and Walkerville, Ont., to Detroit. Conference representatives showed not the slightest signs of favoring the U. S. proposal regarding the non-issuance of clearance papers.
