Treaty to France

On February 6, the arbitration treaty between France and the U. S. expires. Last week Secretary of State Kellogg gave French Ambassador Claudel the first draft of a new treaty to send home on approval. It was proposed that the U. S. and France agree:

1) Never to war actively upon each other, reserving only the right to defend themselves.

2) To arbitrate disputes.

3) To arbitrate disagreements about the treaty itself.

4) To keep domestic politics out of Franco-American relations.
