At Rome it was announced that His Holiness Pope Pius XI had decided to create four new Cardinals, all non-Italians.

The favored ones are Mgr. Raymond Rouleau, Archbishop of Quebec (Dominican) ; Mgr. Pedro Sigura y Saenz, Archbishop of Toledo, Spain (Augustinian); Mgr. Alexis Henry Lepicier, Titular Bishop of Tarsus in Asia Minor (Servite); Mgr. Henry Charles Binet, Archbishop of Besancon, France./-

This action will restore the near-balance between Italian and non- Italian Cardinals (32 Italian, 33 non-Italian) which formerly existed.

The formalities will take place at a secret Consistory, Dec. 19, a public Consistory, Dec. 22.

/-Unlike the other three Cardinals-designate, Mgr. Binet belongs to no religious order. At present only five Cardinals are members of orders -- two Franciscan, one Benedictine, one Jesuit, one Silesian.
