To Josephus Daniels, onetime (1913-21) Secretary of the Navy, editor of the Raleigh (N. C.) News and Observer, the rival Raleigh Times last week posed a question that has intrigued North Carolinians for many a month; it asked him bluntly whether he is "steering his personal ambition toward the berth of Vice President to the present Governor of New York."
