Postponement

France had been intending to convene her Parliament on Oct. 6. It was hoped that before Oct. 6: 1) M. Briand could negotiate the Security Pact; 2) M. Caillaux might properly negotiate a debt settlement with the U. S.; 3) Marechal Petain would plant a decisive blow in Abd-el-Krim's midRiff. Now France is less sanguine of the immediate success of her three champions. The Government has postponed the opening of Parliament until Oct. 27.
