Unique Ecuador

The arrival in the U. S. of the Ecuadorian Minister to Chile brought about the disclosure of the unique governmental situation in Ecuador since the recent revolution (TIME, July 20). There is now no president of the country. But there is a cabinet of seven members, each of whom in turn acts as "chairman." The minister came to the U. S. to secure recognition for his government.
