The Bourse at Rome, the Bourse at Milan, indignantly announced that they suspend trading as a protest. The Government had issued a decree that no one might speculate in stocks or bonds without a 25% margin. Finance Minister de Stefani had become alarmed because bellboys rushed from hotels, chauffeurs left their cars, laborers left their ditches to telephone orders to the stock exchanges, in a fever of speculation.
