Opening Date

Dec. 1 will see the reopening of a lame duck Congress--but not so very lame. Eleven Senators will be paying their last visit before retirement and 73 members of the House. Of the 73 members of the House, 13 will be succeeded after Mar. 4, by former members of the House, reflected, and 60 will give way to raw material.
