The Japanese Federation of Labor, which refuses to recognize either the Japanese Diet or the International Labor Conference, stated in session at Tokyo that it will utilize both institutions as soon as universal manhood suffrage is granted in Japan.
The Central Committee of the Federation was accorded "discretion" to send condolences to the Soviet Government of Russia upon the demise of Lenin, congratulations to the British Labor Government upon its accession to office, thanks to Soviet-land for the offer of earthquake relief, which the Japanese Government had refused (TIME, Sept. 24).
