The Conference on Religious and Moral Training for Soldiers submitted to Secretary of War Weeks a program for maintaining " the highest Christian standard" in the military forces of the United States.
The program includes: Churches to be built at Army posts; the chief of chaplains to have duties similar to those of a bishop of a diocese; a chaplains' training school; a chaplains' corps in which promotion is possible up to the rank of colonel.
